'Destination Green – The Next Chapter'
September 2019 - To coincide with the 40th Assembly, ICAO has published its triennial Environmental Report. The downloadable 376-page publication reports on ICAO's international aviation environmental protection efforts and consolidates this progress in a single-reference source. It carries various articles and case studies that can best inform the public of the work conducted by the ICAO Secretariat, ICAO Member States, the aviation industry and the many other stakeholders involved. In her introduction to the report, ICAO's Deputy Director, Environment, Jane Hupe says major steps have been taken since the 39th Assembly in 2013, including the adoption of CORSIA, a new CO2 emissions standard for aeroplanes and capacity building projects in ICAO Member States. Sustainable Development, International Aviation, and Treaty Implementation
October 2018 – This new collection of essays compiled by McGill University’s Institute of Air and Space Law (IASL),and published by Cambridge University Press, is co-edited by Professor Armand de Mestral, Dr Paul Fitzgerald and Dr Tanveer Ahmad. The book argues the CORSIA scheme adopted by ICAO in 2016 should be implemented in 2020 even though the adequacy of the scheme is still open to doubt and criticism. It seeks to examine the many dimensions of the effort to contain greenhouse gas emissions from aircraft in a manner consonant with the principles of sustainable development, and examines the development of international law and policy in an area that has remained largely outside the general framework of international environmental law. Beyond the ICAO's CORSIA: Towards a More Climatically Effective Strategy for Mitigation of Civil-Aviation Emissions
April 2018 - In a peer-reviewed research article published in the journal Climate Law, air transport economist Chris Lyle examines ICAO's role in addressing international aviation's growing emissions since referral by the UNFCCC to the UN agency through the Kyoto Protocol. He examines the 'basket of measures' developed by ICAO to mitigate emissions through to the adoption of a framework for a market-based measure that aims at carbon-neutral growth from 2020 onward. The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is to be the primary emission-mitigation tool for international aviation. However, even with an increased use of alternative fuels and CORSIA implementation, the 'basket' will not produce a reduction in global aviation emissions, he argues, and proposes a derivative but more ambitious strategy. Economic and Environmental Regulation of International Aviation
June 2017 - The changing landscape from the early days of the Chicago System - the Chicago Convention and its Annexes, and ICAO and its structures - in which a largely State-owned airline sector has evolved into a fast-growing, liberalised and global multi-national industry, together with global challenges like climate change, requires a new impetus for the economic and environmental regulation of international aviation, argues Dr Steven Truxal. The agreement by ICAO States to implement the CORSIA global market-based measure (GMBM) scheme for international aviation emissions last October has revealed an unprecedented and transformational shift from the traditional 'standard-setting' authority of ICAO, including environmental regulation, towards an upgraded system of global economic regulation that brings with it more inclusive norm-setting and decision-making processes, as well as responsibility for non-State and private actors. Climate Change Governance in International Civil Aviation: Toward Regulating Emissions Relevant to Climate Change and Global Warming
September 2016 - Successful climate change governance in international civil aviation has yet to be achieved, says Tanveer Ahmad, and in this book he argues that to effectively govern emissions from international civil aviation of relevance to climate change and global warming, binding legal measures and a mandatory but temporary global market-based measure, or unilateral market-based measures of the same model adopted by economically powerful States, for international civil aviation are immediately required. Greenhouse Gas Emissions from International Aviation - Legal and Policy Challenges
March 2015 - While the aviation sector has introduced a number of technological and operational measures to curb its greenhouse gas emissions, these will not offset the emissions expected from its projected growth. This book by Alejandro Piera examines the legal framework underlying the international aviation and climate change discourse. ICAO Environmental Report 2016 – On Board a Sustainable Future
August 2016 - ICAO has announced the publication of the 2016 edition of its Environmental Report, which shares information on progress made over the last three years across key areas of the UN agency's civil aviation environmental protection activities. This fourth edition is a compendium of technical and scientific articles intended to inform of the work of the ICAO Secretariat, ICAO Member States and the many stakeholders involved. It also serves as a reference document in matters concerning international aviation and the environment, as well as presenting the work of ICAO's Committee on Aviation Environmental Protection (CAEP), which has more than 600 international experts, in areas such as noise, air quality, climate change mitigation and adaptation, and aircraft end-of-life recycling. McGill University’s Occasional Paper Series on the environmental sustainability of international civil aviation
August 2016 - The Centre for Research in Air and Space Law at McGill University in Canada has published an Occasional Paper Series on the environmental sustainability of international civil aviation. The 13 research papers address various policy, legal and technical means and issues relating to the regulation of the impact of international aviation on the environment. The papers are intended to be of relevance to discussions at the upcoming ICAO Assembly starting next month and the authors hope they will contribute to the work of the Assembly and understanding of attending delegates. The papers are a collaborative effort between the Institute of Air and Space Law (IASL) at McGill and the Centre for International Sustainable Development Law (CISDL), and will form the core of a book that is due to be published at a later date by Cambridge University Press. February 2015 - The aim of this book, written by former airline pilot Walter J Palmer, is to provide background in technical and policy terms, from the broadest reliable sources of information available, for the necessary discourse on society's reaction to the evolving aviation emissions profile. It considers what policy has been, why and how commercial air travel is committed to its current liquid fuel, how that fuel can be made without using fossil-source materials, and the barriers to change. It also advances some elements of policy remedies that make sense in providing an environmentally and economically sound way forward in a context that comprehends a more complete vision of sustainability than 'renewable fuels' traditionally have.
