Previously, she served as the program director for ClimateWorks&#8217; non-CO\u2082 fast action campaign.\u00a0She <\/span><span class=\"s3\">has <\/span><span class=\"s1\">26 years of regulatory, legislative, and management experience in the air quality field. Ms. Witherspoon <\/span><span class=\"s3\">started <\/span><span class=\"s1\">as a student <\/span><span class=\"s3\">assistant<\/span><span class=\"s1\"> at the California Air Resources Board<\/span><span class=\"s3\"> in 1981, and eventually rose to <\/span><span class=\"s1\">Executive\u00a0<\/span><span class=\"s1\">Officer<\/span><span class=\"s3\"> (2003-2007). I<\/span><span class=\"s1\">n that role, <\/span><span class=\"s3\">she <\/span><span class=\"s1\">managed a staff of 1,100 and an annual budget of $350 million. <\/span><span class=\"s3\">Ms. Witherspoon<\/span><span class=\"s1\"> was directly involved in the drafting of the California Clean Air Act and California&#8217;s landmark Greenhouse Gas Solutions Act.\u00a0 <\/span><span class=\"s3\">In the mid-1990s, she left state government and <\/span><span class=\"s1\">serv<\/span><span class=\"s3\">ed<\/span> <span class=\"s3\">briefly <\/span><span class=\"s1\">as an Expert Consultant to the U.S. Environmental Protection Agency<\/span><span class=\"s3\"> (Region 9)<\/span><span class=\"s1\">, Legislative Director for the South Coast Air Quality Management District, and sole proprietor of her own consulting firm<\/span><span class=\"s3\">, before returning to CARB in 1999 as Senior Policy Advisor to the then-Chairman Dr. Alan Lloyd<\/span><span class=\"s1\">. \u00a0Ms. Witherspoon has a BA in Politics from the University of California at Santa Cruz.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Catherine Witherspoon advises ClimateWorks on the linkages between air quality management, short lived climate pollutants, and climate mitigation.
