It was remarkable that Spain and the city of Madrid managed to put it together so quickly \u2014 the venue looked like a normal COP, with pavilions and side events all in place as usual. Excellent public transportation made it easy to get around, and the city rose to the occasion, even staging a climate march with hundreds of thousands of participants.<\/p>\n<p><span style=\"font-weight: 400;\">Less encouraging were the process and outcome of the negotiations, which ran deep into overtime in an effort to salvage an acceptable text. <\/span><span style=\"font-weight: 400;\">Negotiations on carbon markets, Article 6, failed to reach agreement, and clear signals on ambition were few and far between. <\/span><span style=\"font-weight: 400;\">The two \u201cChile Madrid Time for Action\u201d decisions (from <\/span><a href=\"https:\/\/unfccc.int\/resource\/cop25\/1cop25_auv.pdf\"><span style=\"font-weight: 400;\">the COP<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/unfccc.int\/resource\/cop25\/1cma2_auv.pdf\"><span style=\"font-weight: 400;\">the CMA<\/span><\/a><span style=\"font-weight: 400;\">) fall far short of the urgent commitments the thousands of people on the street are calling for.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The results paradoxically mean there\u2019s both even more emphasis on COP26, and a continuing need to ensure public pressure, while not overemphasizing the role COPs can play in combating the climate crisis.<\/span><\/p>\n<h2>ClimateWorks at COP25<\/h2>\n<p><span style=\"font-weight: 400;\">ClimateWorks and its partners took advantage of the COP to present several activities and to convene project meetings, with significant outcomes:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">The CAMDA initiative, which unites those quantifying the contribution of regions, cities, businesses, and investors to climate outcomes, convened 30+ organizations for two days. As a result, the UNFCCC secretariat <\/span><a href=\"https:\/\/unfccc.int\/news\/global-data-community-commits-to-track-climate-action\"><span style=\"font-weight: 400;\">committed<\/span><\/a><span style=\"font-weight: 400;\"> to work toward integration of CAMDA\u2019s results into the Marrakech Partnership on Global Climate Action, whose mandate was renewed by the COP. The COP decision included language supporting the role of non-state actors and the NAZCA <\/span><a href=\"https:\/\/climateaction.unfccc.int\/\"><span style=\"font-weight: 400;\">portal<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<div id=\"attachment_15029\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-15029\" loading=\"lazy\" class=\"wp-image-15029 size-full\" src=\"https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/CAMDA.png\" alt=\"\" width=\"800\" height=\"600\" srcset=\"https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/CAMDA.png 800w, https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/CAMDA-300x225.png 300w, https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/CAMDA-768x576.png 768w, https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/CAMDA-510x382.png 510w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-15029\" class=\"wp-caption-text\">Convened by the UNFCCC, a dedicated workshop was held at COP25 \u2013 \u201cPressing record on climate action\u201d \u2013 to establish a framework for tracking progress.<\/p><\/div>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.climateworks.org\/independentglobalstocktake\/\"><span style=\"font-weight: 400;\">Independent Global Stocktake (iGST)<\/span><\/a><span style=\"font-weight: 400;\"> presented its recent work at two side events and held a consortium meeting, which came on the heels of the launch of a <\/span><a href=\"https:\/\/www.climateworks.org\/report\/the-igst-designing-a-robust-stocktake-discussion-series\/\"><span style=\"font-weight: 400;\">series of discussion papers<\/span><\/a><span style=\"font-weight: 400;\"> on how to design a robust Global Stocktake (GST). Plans for 2020 include broader outreach globally and further elaboration of gaps identified in the GST.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">ClimateWorks and the Pisces Foundation catalyzed the creation of the <\/span><a href=\"https:\/\/www.climateworks.org\/press-release\/superpollutants-presser\/\"><span style=\"font-weight: 400;\">\u201cMadrid Call for Fast Action on Super Pollutants,\u201d<\/span><\/a><span style=\"font-weight: 400;\"> which was launched by the World Resources Institute, Environmental Defense Fund, and ClimateWorks at the COP. The document, produced with the cooperation of dozens of experts in the field, identifies cuts to super pollutants as the primary means of slowing global warming in the coming decades, and calls on countries to devise Fast Action Plans on super pollutants to include in revised nationally determined contributions (NDCs) to the Paris Agreement that they will present in 2020.\u00a0<\/span><\/li>\n<\/ul>\n<div id=\"attachment_15030\" style=\"width: 810px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-15030\" loading=\"lazy\" class=\"wp-image-15030 size-full\" src=\"https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/super-pollutants.png\" alt=\"\" width=\"800\" height=\"450\" srcset=\"https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/super-pollutants.png 800w, https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/super-pollutants-300x169.png 300w, https:\/\/www.climateworks.org\/wp-content\/uploads\/2019\/12\/super-pollutants-768x432.png 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><p id=\"caption-attachment-15030\" class=\"wp-caption-text\">Super pollutant advocates from more than 35 leading scientific and environmental organizations called on governments to take immediate, vigorous action to reduce super pollutant emissions. Pictured above are representatives from the Environmental Defense Fund, World Resources Institute, and ClimateWorks.<\/p><\/div>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.unpri.org\/inevitable-policy-response\/forecast-policy-scenario-equity-markets-impacts\/5191.article\"><span style=\"font-weight: 400;\">Principles for Responsible Investors <\/span><\/a><span style=\"font-weight: 400;\">(PRI), a U.N.-backed group of investors worth $86 trillion (also supported by ClimateWorks), released a report detailing the financial losses that polluting firms are likely to face, and the uptick that clean companies will see in their overall value. This report landed with significant media coverage, including from the <\/span><a href=\"https:\/\/www.nytimes.com\/reuters\/2019\/12\/08\/business\/08reuters-investor-climatechange.html\"><span style=\"font-weight: 400;\">New York Times<\/span><\/a><span style=\"font-weight: 400;\"> and the <\/span><a href=\"https:\/\/www.bbc.com\/news\/business-50706923\"><span style=\"font-weight: 400;\">BBC<\/span><\/a><span style=\"font-weight: 400;\">, and adds to the growing pressure on big businesses to transform their practices and move away from fossil fuels.\u00a0<\/span><\/li>\n<\/ul>\n<h2>The Road to Glasgow<\/h2>\n<p>COP26 is a moment when various strands should come to resolution: long-term strategies, enhanced NDCs, and the holdover of COP25 negotiations on Article 6 carbon markets, governance for loss and damage, common timeframes for NDCs, and other items.<\/p>\n<blockquote><p>Expectations for 2020 are high, giving COP26 a sense of elevated importance.<\/p><\/blockquote>\n<p>But to be successful, it has to match the urgency we\u2019re seeing so many people communicating at a large scale around the world, a phenomenon that needs to see results if it is to maintain momentum.<\/p>\n<p>Part of the answer is for countries to step up and deliver as expected; part is seeing the U.N. system and COPs evolve to make the best use of time and find venues that advance important issues, from accounting for non-state action, to preparing for and preventing climate disasters; and part is about continuing to diversify the targets of popular energy at all levels of governance, from the bottom up.
