{"id":14503,"date":"2019-10-18T11:42:46","date_gmt":"2019-10-18T18:42:46","guid":{"rendered":"https:\/\/www.climateworks.org\/?post_type=blog-posts&#038;p=14503"},"modified":"2020-12-14T17:20:26","modified_gmt":"2020-12-15T01:20:26","slug":"five-bites-at-the-decarbonization-apple-maximizing-the-effectiveness-of-the-global-stocktake","status":"publish","type":"blog-posts","link":"https:\/\/www.climateworks.org\/blog\/five-bites-at-the-decarbonization-apple-maximizing-the-effectiveness-of-the-global-stocktake\/","title":{"rendered":"Five bites at the decarbonization apple: Maximizing the effectiveness of the Global Stocktake"},"content":{"rendered":"<p><iframe title=\"Explaining the Global Stocktake and the Independent Global Stocktake\" src=\"https:\/\/player.vimeo.com\/video\/360581140?dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen\" allowfullscreen><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">The Paris Agreement outlines a five-year cycle of evaluation (through the Global Stocktake) and new climate commitments (through enhanced nationally determined contributions, NDCs). With the first GST taking place in 2023 and new NDCs being announced in 2025, that means there are only five 5-year periods remaining until 2050, when the world needs to be within striking distance of net-zero greenhouse gas emissions. Considering that every inch of policymaking progress is extremely hard-won, it is a seismic shift from the normal course of politics to be at the point where every decision has to yield a maximum outcome.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ClimateWorks and its partners <\/span><a href=\"https:\/\/www.climateworks.org\/blog\/the-independent-global-stocktake-will-improve-paris-agreement-implementation\/\"><span style=\"font-weight: 400;\">launched the independent Global Stocktake (iGST) <\/span><\/a><span style=\"font-weight: 400;\">\u00a0at COP24 to make sure these five 5-year cycle are maximally effective. We\u2019re laying the groundwork now to do two things: push countries to get as much as they can out of the GST, and to accompany that process by enhancing those elements that inevitably won\u2019t be covered.<\/span><a href=\"https:\/\/www.climateworks.org\/independentglobalstocktake\/\"><span style=\"font-weight: 400;\"> The iGST<\/span><\/a><span style=\"font-weight: 400;\"> is an important initiative for ClimateWorks that unites the analytical and advocacy communities to ask the hard questions around what it means to connect the many dots between knowing what we need to do, and figuring out how we do it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One partner, the World Resources Institute has <\/span><a href=\"https:\/\/www.wri.org\/publication\/pact-global-stocktake-design\"><span style=\"font-weight: 400;\">reviewed the key considerations<\/span><\/a> <span style=\"font-weight: 400;\">for how the formal UN process can yield as robust, effective, and inclusive a Global Stocktake as possible.<\/span><span style=\"font-weight: 400;\"> Wuppertal Institut is taking a step back to <\/span><a href=\"https:\/\/wupperinst.org\/en\/a\/wi\/a\/s\/ad\/4591\/\"><span style=\"font-weight: 400;\">ask the question<\/span><\/a><span style=\"font-weight: 400;\">, what would an ideal Global Stocktake look like, in terms of its function within a global agreement? The iGST consortium recently presented the current status of ongoing research that digs deeper into the means by which the GST can be made most effective; consortium members will present this work at COP25 in Santiago. Our discussion identified several areas for further research to inform the iGST workplan:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Previous attempts to take stock of international agreements and encourage greater action have had mixed results. For example, the <\/span><a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\/2018-talanoa-dialogue-platform\"><span style=\"font-weight: 400;\">Talanoa Dialogue<\/span><\/a><span style=\"font-weight: 400;\"> was structured around meaningful and interesting questions (where are we now, where are we going, how do we get there?), but it only yielded a non-committal <\/span><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Talanoa%20Call%20for%20Action.pdf\"><span style=\"font-weight: 400;\">call for action.<\/span><\/a><span style=\"font-weight: 400;\"> Nevertheless, the Dialogue did help drive political attention around the IPCC 1.5 Special report, which was very influential. In the future the relationship between the GST and IPCC assessment report could be similar.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The GST is a state-led process, but we have seen <\/span><a href=\"https:\/\/newclimate.org\/2019\/09\/18\/global-climate-action-from-cities-regions-and-businesses-2019\/\"><span style=\"font-weight: 400;\">new research<\/span><\/a><span style=\"font-weight: 400;\">, methodologies, and analysis around the impact of non-state and sub-national actors, showing how their climate action helps countries meet, and in some cases over-achieve, current national pledges under the Paris Agreement. Highlighting this will be an important role for the iGST.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The all-important question is how assessment leads to action:<\/span><\/li>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We can balance both \u2018shaming\u2019 and \u2018faming\u2019 countries, and need to assess where we can see examples of this working well. An example of a recent approach is the new <\/span><a href=\"https:\/\/www.climate-transparency.org\/call-for-more-ambition-ahead-of-the-un-climate-action-summit\"><span style=\"font-weight: 400;\">Ambition Call<\/span><\/a><span style=\"font-weight: 400;\"> from the \u2018Brown to Green\u2019 report, assessing G20 countries.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There is a growing body of information on emissions trajectories and technologies, so the iGST can focus more attention on the social science and non-quantitative aspect of how progress is made. In Talanoa parlance, \u2018how do we get there\u2019 is much harder to answer than \u2018where are we now and where are we going?.\u2019 An example of recent work is by Climate Action Tracker on <\/span><a href=\"https:\/\/climateactiontracker.org\/publications\/climate-governance\/\"><span style=\"font-weight: 400;\">governance<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The iGST consortium views the GST not as a punitive assessment but as an opportunity for countries to learn, spurring ambition. We will communicate to countries and government delegations that there is an independent community of practice that will be watching, analyzing, and sharing back what we observe around the Global Stocktake. We hope to take advantage of any future <\/span><a href=\"https:\/\/www.regionalclimateweeks.org\/\"><span style=\"font-weight: 400;\">regional climate weeks<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">, and to interface with existing initiatives with broad reach.<\/span><\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400;\">Helping to define or set benchmarks around financial flows consistent with the Paris Agreement is a clear role for independent assessment. The role of climate finance should be expanded to consider those strategies that could spur transformation at a larger scale, as well as efforts to track domestic finance and its contribution to climate change. Investment in enabling conditions and sectors where decarbonization is most challenging could be optimal in achieving long-term transformation.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">This fall we are hosting three webinars on each of the main aspects of the iGST \u2013 mitigation, adaptation, and finance (registration is available below).
