A lot has changed in that decade, including the landmark Paris Agreement struck at COP21. This year at COP24 a deal was made on almost every aspect of the <\/span><a href=\"https:\/\/www.wri.org\/tags\/paris-rulebook\"><span style=\"font-weight: 400;\">Paris Rulebook<\/span><\/a><span style=\"font-weight: 400;\">, which defines important aspects of the Paris Agreement\u2013affirming its resilience and the determination of Parties to press ahead, with the IPCC\u2019s most recent <\/span><a href=\"https:\/\/www.ipcc.ch\/sr15\/\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> ringing in their ears. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Check out this <\/span><a href=\"https:\/\/www.carbonbrief.org\/cop24-key-outcomes-agreed-at-the-un-climate-talks-in-katowice\"><span style=\"font-weight: 400;\">summary<\/span><\/a><span style=\"font-weight: 400;\"> from Carbon Brief for a complete rundown of the outcomes of Katowice and see below for a wrap-up of ClimateWorks at COP24. <\/span><\/p>\n<h2>Measuring progress toward mid-century decarbonization<\/h2>\n<p><span style=\"font-weight: 400;\">The Paris Agreement is framed around explicit, long-term goals, with regular review and assessments of progress every five years. A key component is the <\/span><a href=\"https:\/\/unfccc.int\/topics\/science\/workstreams\/global-stocktake-referred-to-in-article-14-of-the-paris-agreement\"><span style=\"font-weight: 400;\">Global Stocktake<\/span><\/a><span style=\"font-weight: 400;\">, now codified in the Paris Rulebook, and referred to by Christiana Figueres as the \u201c<\/span><a href=\"https:\/\/www.weforum.org\/agenda\/2018\/09\/why-there-need-for-speed-on-climate-action-paris-agreement\/\"><span style=\"font-weight: 400;\">beating heart<\/span><\/a><span style=\"font-weight: 400;\">\u201d of the Paris Agreement. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">To support this part of the deal, ClimateWorks launched the <\/span><a href=\"https:\/\/www.climateworks.org\/independentglobalstocktake\/\"><span style=\"font-weight: 400;\">Independent Global Stocktake<\/span><\/a><span style=\"font-weight: 400;\"> to bring together a global community of climate researchers, modelers, and advocates to coordinate and align in advance of the first Global Stocktake in <\/span><span style=\"font-weight: 400;\">2023<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<div id=\"attachment_10821\" style=\"width: 410px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-10821\" loading=\"lazy\" class=\"wp-image-10821 size-full\" src=\"https:\/\/www.climateworks.org\/wp-content\/uploads\/2018\/12\/46243079382_dee12b93b2_z.png\" alt=\"\" width=\"400\" height=\"267\" srcset=\"https:\/\/www.climateworks.org\/wp-content\/uploads\/2018\/12\/46243079382_dee12b93b2_z.png 400w, https:\/\/www.climateworks.org\/wp-content\/uploads\/2018\/12\/46243079382_dee12b93b2_z-300x200.png 300w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><p id=\"caption-attachment-10821\" class=\"wp-caption-text\">K-CEP&#8217;s Dan Hamza Goodacre (left) participated in a panel discussion on fast action on the Kigali Amendment to the Montreal Protocol hosted by UN Environment and Rwanda.<\/p><\/div>\n<p><span style=\"font-weight: 400;\">With emissions still rising and climate impacts accelerating, increased ambition is urgent. China and the EU are well-positioned to step up, and at COP24 we shared new <\/span><a href=\"https:\/\/cti.climateworks.org\/\"><span style=\"font-weight: 400;\">modeling<\/span><\/a><span style=\"font-weight: 400;\"> that identifies policies that can lead to a peak in energy CO<\/span><span style=\"font-weight: 400;\">2<\/span><span style=\"font-weight: 400;\"> emissions in China as early as 2020 and net-zero emissions in Europe by 2050.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Building on momentum from September\u2019s Global Climate Action Summit, where cities, states, businesses, and countries made bold commitments to climate action, innovation and progress were on display in Katowice. At COP24, ClimateWorks convened groups to continue our collaborative <\/span><a href=\"https:\/\/datadriven.yale.edu\/uncategorized\/with-local-action-major-economies-can-get-closer-to-meeting-paris-climate-targets\/\"><span style=\"font-weight: 400;\">efforts<\/span><\/a><span style=\"font-weight: 400;\"> to identify the potential of, measure, and accelerate non-Party action.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Measurement is also at the heart of the ClimateWorks-supported <\/span><a href=\"https:\/\/climateactiontransparency.org\/icat-at-cop24-in-katowice-poland\/\"><span style=\"font-weight: 400;\">Initiative for Climate Action Transparency<\/span><\/a><span style=\"font-weight: 400;\">, which convened countries and other key players to discuss progress and next steps in developing methodologies and toolkits that enable Parties to convert their Paris commitments into policy.<\/span><\/p>\n<h2>Accelerating climate action today<\/h2>\n<p><span style=\"font-weight: 400;\">Action and leadership are showcased in \u201cBlueprint to Transition\u201d, a short film that looks at how the UK and the Netherlands are phasing out coal power in the next 8-12 years, moving to clean power, and becoming a model for other governments to follow. The video, co-produced by ClimateWorks, was screened at the Powering Past Coal Alliance COP24 side-event.<\/span><\/p>\n<p><iframe src=\"https:\/\/www.youtube.com\/embed\/QTaok2ApqcQ\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400;\">Also at Katowice, the <\/span><a href=\"https:\/\/www.climateworks.org\/k-cep\/\"><span style=\"font-weight: 400;\">Kigali Cooling Efficiency Program<\/span><\/a><span style=\"font-weight: 400;\"> (K-CEP) presented a new Cooling as a Service Initiative with the Basel Agency for Sustainable Energy (BASE). K-CEP also shared details of the <\/span><a href=\"http:\/\/www.coolroofschallenge.org\/\"><span style=\"font-weight: 400;\">Million Cool Roofs Challenge<\/span><\/a><span style=\"font-weight: 400;\">, a prize to deploy a million square meters of cool reflective roofing. At the Innovative Green Development Program green cooling event, the Director General of China\u2019s climate change department spoke about the importance of cooling in relation to China\u2019s cooperation with the world in tackling climate change. <\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">More than 10 Chinese NGOs signed up to a new coalition focused on green cooling in China.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The University of Birmingham, in partnership with K-CEP and the UK Government, launched a new Clean Cooling Landscape Assessment, an <\/span><a href=\"https:\/\/www.clean-cooling.ac.uk\/welcome\"><span style=\"font-weight: 400;\">online tool<\/span><\/a><span style=\"font-weight: 400;\"> that categorizes cooling technologies. This assessment will help investors, foundations, and buyers and sellers of cooling across the globe better understand the technology and business model options that can urgently scale up efficient, clean cooling for the benefit of people and the planet.<\/span><\/p>\n<h2>International climate policy in 2019<\/h2>\n<p><span style=\"font-weight: 400;\">The next COP will be hosted by Chile, in cooperation with Costa Rica, a climate champion, which bodes well.
